I have been following Hurricane Matthew for a few days now and I have to ask the question “Is Homeland Security Steering Hurricane Matthew?”
I first covered the U.S. Department of Homeland Security’s (DHS) involvement in “hurricane mitigation” efforts back in 2013. I was talking to geoengineer Stephen Salter when he offered to let me browse his FTP server with all of his research files. Talk about transparency, thank you doctor Salter. I found a folder labeled “Hurricanes” on his server and in it was the DHS workshop presentation Word document.
The meeting covers efforts to avoid repeating the monetary and physical loss associated with the 2005 disaster, Hurricane Katrina. The DHS’s involvement with hurricane modification coincides with several patent applications bearing the names of several prominent geoengineering enthusiasts: Bill Gates, Ken Caldeira, Stephen Salter, and John Latham. Also on the series of hurricane mitigation patents is Nathan “patent troll” Myhrvold, Lowell Wood Jr. and Roderick Hyde of “Teller, Wood, and Hyde” fame. This motley crew apparently attended Bill Gates’ New Years Eve party and came up with a whole bunch of ideas for steering or making money off of hurricanes (bold red dates = DHS):

As you can see above, there are two papers on the DHS.gov website referencing NOAA collaborating on hurricane modification, one in April 2009 and another in June 2010. Why is the June 2010 reference to this program still there if NOAA said no in July of 2009? Here is the reference from the two DHS papers:
Develops methods to better understand and accurately predict the behavior of a hurricane to help better predict its future track and to reduce the intensity and/or duration of a hurricane or storm. The focus will be on understanding the dynamics of storms as they grow from depressions to full hurricanes, and to try to determine if any of the dynamic variables can be used or manipulated against the storm itself in order to prevent further growth in strength. State and local officials will be able to more accurately and quickly determine which areas to evacuate. This project will focus on discovering variables to affect that could reduce the intensity and/or duration of a hurricane or storm before the storm reaches a point of runaway growth in strength.This project, in partnership with the National Oceanic and Atmospheric Administration (NOAA), will apply knowledge gained in the last 25 years (since thelast attempt to modify hurricanes) to understand and model the life-cycle of a hurricane and identify/evaluate the effects of:
- salt seeding
- carbon black aerosol
- upper ocean cooling
- ion generators
- and monolayer films
The goal is not to stop hurricanes, which are an important part of the natural cycle, but to mitigate damage to life and property.

The point I am trying to make is this:
EVERY MAJOR HURRICANE SINCE KATRINA HAS BEEN HACKED BY THE DHS!

Hacking Hurricane Matthew
On October 4th, 2016 it was looking like Hurricane Sandy all over again.
It’s October, it’s an election year, there’s a hurricane headed for New York up the east coast. Too many coincidences.
Then suddenly the next day, out of nowhere, Hurricane Matthew is headed out to sea!
But wait, it gets weirder! It looks like Hurricane Matthew is coming back!
The question I have is this: “Are they just showing off, being nefarious, or is history repeating itself?
Project Cirrus 1947
Here’s Wikipedia’s spin on this tragedy:
The cyclone was historically significant in that it was the first tropical cyclone to be modified as part of a multi-year operation called Project Cirrus. In July 1946, General Electric (GE) scientists concluded after experimentation that dry ice seeding could induce heavy rainfall and thus ultimately weaken storms by cooling temperatures in the eye. To undertake Project Cirrus, GE, the United States Army, the Office of Naval Research, and the U.S. Weather Bureau functioned jointly on research and planning. Early on October 13, 1947, 200 pounds (3,200 oz) of dry ice were dropped throughout the storm, then located about 350 mi (560 km) east of Jacksonville, Florida. While the appearance of the clouds changed, the initial results of the seeding were inconclusive. Shortly after the seeding took place, the hurricane turned sharply toward the Southeastern United States. While the move the leading GE scientist later blamed upon the seeding, subsequent examination of the environment surrounding the storm determined that a large upper-level ridge was in fact responsible for the abrupt turn – Wikipedia: 1947 Cape Sable hurricane
The fact remains, within six hours of seeding this hurricane it made a 120 degree turn and killed people.
Now that Hurricane Matthew is supposed to hit my house Saturday morning, then swing back around and possibly do it again, I really hope we can get the DHS to learn from the past: If you modify a hurricane you own the consequences.
